Management API merchant-user operations own listing, creation, profile updates, deletion, password reset, email verification resend, and merchant-user tag relationships.

Use Users for customer/account identity reads and updates through the Auth API. Use Organizations when the relationship between a merchant user and an organization is the thing being changed.
